堪城乐乐艺术团其前身是乐乐合唱团，组建于2003年。成员为一些热爱音乐的华人朋友，其宗旨为服务当地华人，弘扬中华传统文化。近几年来，乐乐合唱团在原广西艺术学院声乐副教授韦桂林老师的指导下，从二十余人合唱团逐步发展成集合唱，舞蹈，表演唱等多种表演形式于一身的八十余人的艺术团。

在艺术团发展过程中，得到了堪城中美联合会的大力支持及各界人士热情帮助。十几年来乐乐在堪城举行了几十场演出活动，其中包括庆典、救灾义演、中美文化交流、慰问华人社区和美国人社区等，并参加了St. Louis、Des Moines、Chicago、广州、上海，德国等一些重要演出。在堪城及周边地区已具有一定的影响力。

Kansas LeYue Performing Arts was formed by a group of Chinese amateur musicians in the Kansas City area in 2003. The mission of the group is to enhance the culture understanding and exchange through high quality choral performance of modern and traditional Chinese music to local communities. In the past years, LeYue has performed at various cultural and music events, local and international, in Kansas City and neighboring regions (Des Moines, Iowa; St. Louis, Missouri; Chicago, Illinois), and Guangzhou and Shanghai of China.

Through the years, LeYue has continuously attracted many talented individuals. The member has increased from 13 in 2002 to current more than 80. The group practices regularly on weekends and after-work hours throughout the year. The music and choral quality of the group has been significantly enhanced lately under the direction of Mr. Guilin Wei, a music professor from China.

第一章 总则

第一条： 乐乐艺术团（全称 堪萨斯乐乐艺术团）是一个以华人为主体的、非营利、非宗教、无政治倾向的业余艺术团体。其目地是为热爱文化艺术特别是中华文化艺术的人们构筑一个交流、学习和提高的平台。
第二条： 乐乐艺术团的宗旨是弘扬中华文化，促进各族裔和美中文化交流，丰富堪萨斯地区华人社区的文化生活，增进华人群体的团结与友谊。
第三条： 乐乐艺术团的目标是建设一支具有相当水平的业余艺术团体。全体团员具有平等合作的团队精神、积极参与的意识与行为，献计献策，共同奋进。
第四条： 乐乐艺术团依据美国联邦税法501（c）（3）以及未来相关的联邦有关法律成立，只从事慈善，教育以及文化相关的活动，所分派的资金也以符合这一规定的组织为对象。
Said organization is organized exclusively for charitable, and educational, and cultural activity purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code.
第五条： 乐乐艺术团所盈余的资金不可分给它的成员，委托人，官员或其他个人，除非是经过团里授权，对提供的服务付给合理适当的报酬和补偿，而且该服务必须符合以上第三条所列的团体成立的宗旨。
艺术团的主要活动不涉及宣传或企图影响立法，艺术团不参与或涉及（包括发布或传播申明）任何政治运动，不支持或反对任何公共职位候选人的活动。
尽管本章程的其他条款的有关规定，乐乐艺术团，除了在微小的程度上，不参加或从事与本组织成立的宗旨不相符合的活动。
No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article Third hereof.
No substantial part of the activities of the organization shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office.
Notwithstanding any other provision of these articles, this organization shall not, except to an insubstantial degree, engage in any activities or exercise any powers that are not in furtherance of the purposes of this organization.
第六条： 乐乐艺术团解体时，其资产将按照符合美国联邦税法501（c）（3）以及未来相关的联邦有关法律成立的一个或数个项目的分配，或为公共利益分派给联邦，州或地方政府。
任何没有按照这个要求处置的资产，将由为此特殊成的，对本组织具有管辖权的当地县法院，依据本组织的目的宗旨处置。
Upon the dissolution of the organization, assets shall be distributed for one or more exempt purposes within the meaning of section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or shall be distributed to the federal government, or to a state or local government, for a public purpose.
Any such assets not so disposed of shall be disposed of by a Court of Competent Jurisdiction of the county in which the principal office of the organization is then located, exclusively for such purposes or to such organization or organizations, as said Court shall determine, which are organized and operated exclusively for such purposes.

第二章 团员

第一条： 凡承认乐乐艺术团的章程，热心公益，乐于奉献，甘心为艺术团的发展做贡献的人均可申请加入艺术团。
第二条： 乐乐艺术团的团员，需履行团员的责任和义务，遵守团的各项纪律，按时交纳团费。有特殊情况或困难的团员可以免交团费。
第三条： 乐乐艺术团的团员享有选举和被选举权。
第四条： 乐乐艺术团的团员有权质询和了解艺术团的各项事宜。
第五条： 对因个人行为严重影响艺术团声誉的团员，团委会有权劝其退团。

第三章 决策和执行机构

第一条： 乐乐艺术团采取团委会决策下的团长负责制。重大事项由团委会讨论决定后交由团长负责执行，团长对团委会负责并报告工作。
第二条： 团委会由十一位委员组成，团长、艺术指导、执行秘书、财务主任、宣传委员、三名团委、和各声部部长。团委会委员的增减可由委员提议，团委会讨论通过并公布。
第三条： 团长由团委会提名、集体讨论通过产生。每届团长任期二年，任期不得超过两届。
第四条： 团委会成员因故需变更者，需由团委会讨论决定。

第四章 财务

第一条： 艺术团财务主任负责财务帐目、资产管理和集资。财务主任下辖资产管理员一人。
第二条： 财务主任每半年向团委会汇报一次财务收支状况，每年向全体团员公布帐目一次。
第三条： 团长和财务主任可协商决定$500以下的小额支出。

第五章 网站管理

第一条： 执行秘书和宣传委员负责艺术团的网站策划，内容更新和技术维护。
第二条： 上传的音像资料应经过艺术指导的审核。

第六章 修改和解释权

第一条： 本章程的修改和解释权归团委会

第七章 其它

第一条： 在乐乐艺术团组织或参与的各项活动中，团委会把安全作为第一要素。但是，若参加者发生意外事故，乐乐艺术团不承担任何法律责任，也没有赔偿的义务。

本章程于2019年6月第二次修改。
